MIT Lincoln Laboratory is a federally funded research and development center (FFRDC) chartered to develop advanced technology in support of national security. Research and development activities focus on long-term technology development as well as rapid system prototyping and demonstration. These efforts are aligned within key mission areas, including air and missile defense; space control; homeland protection and tactical systems; biological-chemical defense; communication and information technology; intelligence, surveillance and reconnaissance systems and technology; and advanced electronics technology. The Laboratory works with government and industry to transition new concepts, technology and prototypes into future system development and deployment.

Position Summary

The Contracting Services Department is seeking a Contracts Specialist with a minimum of four (4) years of experience in contract or subcontract administration to manage contract closeout activities and sub-recipient monitoring. The selected candidate will work closely with the Financial Services Department and Laboratory business managers to prioritize a list of purchase orders in need of closeout and follow a checklist of requirements to complete the closeout activities. Working knowledge of the FAR/DFARs clauses preferred. The selected candidate will closeout firm fixed price commercial purchase orders in addition to major R&D cost reimbursement subcontracts. Previous cost reimbursement contracts experience, acute attention to detail and ability to multi-task are essential qualifications. Key attributes of the position include strong communication skills, both written and oral, to ensure successful interaction with vendors, DCAA auditors and MIT Lincoln Laboratory s administrative contracting officer.


Responsibilities

Complete contract close out process as required by Laboratory policy and procedures and as directed by office supervisor
Maintain 100% accountability of folder/documents throughout the close out process.
Responsible for contacting subcontractors to acquire written payment history; patent reports; government property inventory schedules; releases, and final invoices
Responsible for contacting manufacturers or contractors to acquire written delivery history through electronic or verbal means.
Determine if obligated funds match required payment or if there is an opportunity to de-obligate funds or a need to obligate additional funds with supervisor review.

Provide completed folder for close-out review by contract closeout supervisor.
Reduce the time it takes to close Purchase Orders by working closely with business managers and department administrators.

Prepare training documents for CSD website with step by step instructions to close the various types of Purchase Orders.
Prepare closeout documents for review and approval as required by Laboratory policy and procedures.
Complete spreadsheets and/or reports to track progress throughout the close-out process
Types of contracts to close include Fixed Price, Cost Reimbursable, Labor and Hours, and Time and Materials.
Assist in updating contract closeout policies and procedures.

Education/Experience Requirements

-Undergraduate degree or equivalent combination of work experience and education

-Four years experience in federal contracting (FAR/DFARS). Experience in cost reimbursement contract awards and administration is a plus
-Familiarity with FAR 42.7 quick closeout procedures is desired.

-Ability to obtain and maintain government DoD clearance.

Knowledge, Skills and Abilities

1. Proficiency with the use of Microsoft Office (Excel, Word, PowerPoint and Access).
2. Ability to exercise independent discretion and judgement and work with minimal supervision
3. Ability to work in team environment.
4. Excellent oral and written communication skills.
